Correspondence, primarily with architects, contractors, Springfield's mayor and other officials, labor unions, and private individuals, concerns bids, specifications, and plans submitted by architects and contractors; building site selection; disposition of a city sewer running under the proposed locationl; building superintendent applications; contractor's work on the Springfield Public Library Building; requests to the Governor to make arsenal construction a union job and protests over the contractor's use of non-union labor; requests to use the Arsenal for private organization meetings; and building inspection reports and plans made by the University of Illinois College of Engineering dean and the Board of Examiners of Architects' president.

A board of commissioners to oversee the construction of a state arsenal, armory, and museum building was created in 1901. Consisting of the Governor, Secretary of State, and Auditor of Public Accounts, it was granted an appropriation of $150,000 to complete its work. The board also was empowered to sell the old State Arsenal which had been built in 1855.
